Implement client-side decompression

It might take a while to implement the PSI reader, so for now we can at least compress the files and decompress on client side. This would reduce download times.

A cross-browser JavaScript tool which will emulate Arius3D's PointStream viewer. It will be able to quickly render a large amount of point cloud data to the <canvas> tag using WebGL.<br />
